Chaired by Prof. Moztarzedeh, Secretary of the Foresight Council of the Academy, the second meeting of the Secretariat of the Council was held semi-virtually on November 30th. The attendees included Dr. Maknoon, Prof. Semnanian, Prof. Nadalian, Prof. Sharifi Tehrani, Dr. Hosseini Moghadam, Prof. Moore, Dr. Shabani and Dr. Farmahini.
At the beginning, Prof. Moztarzadeh thanked the audience for their cooperation with the Council and presented a detailed report on the previous meeting of the Council held on November 21st and its approvals.
Then, Dr. Maknoon suggested the following actions of the Secretariat of the Council regarding the implementation of the regulations of the Council dated November 21st:
1. Creating a database: - World foresight Centers: - Powerful countries
- Emerging economy countries
- Middle East countries
- Scientific centers of Iran
- Reports of the scientific departments of the Academy
- Decision making centers in Iran
2. Creating a network: - Network of the scientific centers of Iran
- Network of the scientific departments of the Academy
- World foresight centers network
3. Developing a foresight model
4. Explaining the situation of science in Iran
5. Meta-analysis of studies conducted so far in the Academy and scientific centers
6. Developing training programs
7. Planning for science and technology communications
8. Comprehensive and systematic approach to the future
9. Science watch center
10. Compilation of a statement
Afterwards, Prof. Semnanian thanked the chairman for convening the meeting and suggested that in advancing the goals of the Council, to determine the share of theorizing and planning, identify the addressees of the statement or reports, and take steps in the direction of macro guidance. He also proposed to formulate the 2022 plan and compile the Council's plans based on short-term, medium-term, and long-term goals.
The meeting continued with Dr. Shabani’s detailed report on foresight and futures studies: quantitative and qualitative indicators in top documents and a description of the current situation in higher education.
Prof. Sharifi Tehrani and Prof. Nadalian also explained the work done in their respective departments in this regard and emphasized the need to pay attention to the statements and reports of the Academy by decision-making centers.
Then, Dr. Maknoon suggested that in order to start the work, the reports on the situation of science in Iran prepared by the scientific departments of the Academy and the existing reports in the Ministry of Science, Research and Technology on foresight should be studied by two working groups and ten key questions should be surveyed and extracted from the analysis of these reports.
At the end of the meeting, Prof. Moztarzadeh thanked the attendees and emphasized that the activities of the Council would be followed based on its job descriptions. It was also decided to review the reports of the scientific departments and scientific centers.
